Trade Unions are a major component of the system of modern industrial relation in any nation having their own set of objectives or goals to achieve. Change in the political, social and educational environment has seen them rechristened as a forum that protects the workers’ interest and improves the welfare of the workers, enlarging their traditional roles of establishing the terms and conditions of employment. This paper focuses on plant level trade unions particularly those of the Cachar Paper Mill (C.P.M.) of the Hindustan Paper Corporation Limited (H.P.C.) a Public Sector Enterprise. Manpower is the only resource which does not depreciate with time. After the employees have been hired, trained and remunerated, they need to be retained and maintained to serve the organization better. In every industrial unit, the human resource requires some facilities to perform their job properly. Such facilities are termed as ‘Welfare Facilities’ under the Factories Act, 1948.Welfare facilities are categorized as ‘intra – mural’ i.e. those facilities which are provided within the precincts of the work place; and ‘extra – mural’ i.e. those facilities which are provided outside the precincts of the work place. Considering the huge potentiality for the growth of Paper Industry in Assam, Hindustan Paper Corporation Limited – a Public Sector Undertaking have set up two Paper Mills in the state i.e. Nagaon Paper Mill (N.P.M.) and Cachar Paper Mill (C.P.M.). Hence in order to have an idea about the role of trade unions towards employee welfare at Cachar Paper Mill, an attempt is made to write this paper titled “Trade Union - Whether a Positive Player towards Labour Welfare Activity - A Micro Level Study” The objective of this paper is to through light on the role of trade union towards labour welfare in Cachar Paper Mill, and to know the perception of the sample respondents towards the same. The size of the sample respondents is 153 and constitutes only the workers category of the employees.
